Another MTG question ABILITIES?

If you could not use the ability the turn it came out then giving it "haste" with the ability would be useless. The only time a creature cannot use an ability when it first comes into play is when there is a tap/untap symbol as a cost to using the ability, that is unless the creature has haste, then it can use tap and untap abilities.
