Stamp 5 Permanent Residency and UK Visit Visa 6 month fee?

My mother has permanent residency in Ireland (non EU national) and she wants to travel to the UK.. I read somewhere that a 6 month visit visa is free of charge for people with Stamp 5, is that true?
