Do I need a car to apply for a driver's license?

I'm over 18 and just moved to California and I have my original out-of-state driver's license. I want to apply for a CA driver's license to establish residency but I don't have a car at the moment. I checked the requirements on the dmv site and if I'm not mistaken, all I have to do is go to the dmv and fill out some forms and take the written driving test. I don't need to take the actual behind the wheel test to get my license so I won't be needing a car? Thanks.
