Is it illegal to transport aerial fireworks from West Virginia to Virginia?

Going to buy some fireworks in West Virginia in a week. I've never done it before, but I know that when you buy them you have to fill out forms including your state residency, and where you are taking the fireworks...So if I claimed I was taking them to Virginia would that be a crime?
