How can I obtain proof that my mother has received food stamps for the past 12 consecutive months?

I am trying to get into a college and I need to prove my mother's residency in order to go there. She has a drivers license but not a voters registration card or vehicle registration. One of the other options is proving she has received food stamps for the past 12 consecutive months in florida, but I can't seem to get any real people on the phone to help me obtain this information...who can I contact?
