Does my daughters father have all rights?

my little girls father has finally got in touch after 6 months of no contact i even had to go through csa as he failed to pay for her maintainence for 9 months, can i ask for a few things in court before i allow access to recommence- bearing in mind he changed his mobile number and email addresses i have been unable to contact him. These are the things i want to ask for 1) to ask for the 9 months previous money he missed paying- it is my daughters after all. 2) to not allow overnight stays until he has learnt her routines and i have met his partner and him meet mine so i know shes comfortable with her. 3) TO ASK FOR A RESIDENCY order he threatened to keep her one weekend, 4) to have set collect and return times in the past he has returned her 6 hours early knowing full well i was working 5) to pay for childcare for the weekends when he doesnt have her max 6 nights a month. Dont get me wrong there is no love lost and we have said stuff to each other that has been extremely hurtful but can i ask for these specifics
